We had that problem with our Tiels, easy fix for us.
-Turn fan off
-Let Tiels out
-Keep broom handy
-Wait for Tiels to land on fan
-Give the fan (probably one of the blades that a Tiel isn't perched on) a VERY strong push, enough to give them a massive fright
-Watch Tiels crap their dacks
-Reward when Tiels perch on certain perches
-Repeat if needed
