This list was modified in 2012 to reflect a claim from a party that it was toxic to hookbills, this was done as the party who made the list did not want to take any chances with other peoples birds. There was no necropsy performed to establish actual cause of death, There has been no documentation anywhere to substantiate the idea of parsley or cilantro either one as being toxic to parrots.

Parsley is not toxic, the problem with it is that it has, by far, the highest content of oxalates as well as super high purines so, even when you give the bird what would seem like a little bit, it packs a big punch of bad.

As an interesting note, when I was a young girl and beginning to learn about canaries, everybody who kept and/or raised them said "No parsley, not ever! If you feed parsley to a canary, the bird will die". They did not say it was toxic but they did say it was fatal and nobody, to this day, feeds birds parsley in my country. Neither do I.

Just because I love my birds and tend to be very cautious withand about them I don't use parsley either, but since you ask for it I went to look it up specifically and relayed what I found.

I have seen in our local ace hardware dried sliced oranges for parrots so I would think that its okay

But why would you give them a dry orange when fresh ones are easily available, inexpensive and they love them so much? They love to suck the juice out of them and the best thing about oranges is the high content of Vit C which is completely lost when you dry them!
