What is meant by clipped before weaned is before they were a fledging or a bird that is fully-fledged(they have all their feathers and are about ready to fly.)

Santina, you might want to try Truman because I remember Michael saying he had flight problems when they first got him, Kili also you maybe want to try. Santina was never able to fly even though Michael wanted her to be.

Santina is the red and green winged macaw, Truman is his Cape Parrot, Kili is his Senegal.

Michael can correct me if I am wrong but Truman and Kili were both acquired as babies and they always flew. The one that could not fly is Santina who was adopted from a rescue and later rehomed to a lady in Pennsylvania -if I remember correctly- because Michael couldn't get her to get better from an infection she had.
